Proposed Hastings District Plan Decisions and Appeal Processes Information (12 Sept 2015)
The Proposed Hastings District Plan as Amended by Decisions on Submissions (September 2015) was publicly notified on 12th September 2015. This is a result of Council adopting the District Plan Hearings Committee’s Decisions on Submissions on 27 August 2015.

Giving Effect to the Proposed District Plan
As of 12th September 2015 the Proposed Hastings District Plan as Amended by Decisions on Submissions (September 2015) has legal effect.
As the decisions on submissions are still subject to appeal, the operative Hastings District Plan also continues to have legal effect. This means that the two plans are operating in parallel and for a land use activity to not require resource consent it would need to be a ‘Permitted Activity’ under both plans.
At the end of the appeal period, any provisions of the Proposed Plan that have not been appealed are beyond the point of legal challenge and therefore will have full effect, so the equivalent provisions of the Operative Plan will cease to have effect.
The appeal period closed on 23 October 2015.
Plan provisions not affected by appeals now have full effect. For those provisions that have been appealed, the equivalent provisions of the Operative Plan will continue to apply in parallel with the Proposed Plan, until such time as the appeal has been resolved.

The planning maps identify the zones in the District Plan and where special features (such as heritage items) are located or where additional planning provisions apply.
The maps are to be used in conjunction with the District Plan text (objectives, policies and rules).
