Plan Changes to the Operative District Plan

The private plan change process allows individuals or groups to request a change to the Hastings District Plan

Changes can only be requested to plans that are operative. Councils are able to refuse private plan change requests up to two years from the date a plan has become operative.

Apply for a plan change

Before you apply for a private plan change, please contact us to discuss your proposal as there may be other options available to you. 

All applications must be in writing and should include:

  • Purpose of the proposed change
  • Reasons for the proposed change
  • Content of the proposed change
  • Section 32 Analysis (alternatives and costs)
  • Assessment of the anticipated environmental effects of the proposed change

Assessment of Environmental Effects

A request for a private plan change must include an Assessment of Environmental Effects (AEE)

The AEE should consider:

  • Any effect on those in the neighbourhood and, where relevant the wider community, including any socio-economic and cultural effects
  • Any physical effect on a locality, including any landscape and visual effects
  • Any effect on ecosystems, including effects on plants or animals and any physical disturbance of habitats in the vicinity
  • Any effect on natural and physical resources having aesthetic, recreational, scientific, historical, spiritual, or cultural, or other special value for present or future generations
  • Any discharge of contaminants into the environment, including any unreasonable emission of noise, and options for the treatment and disposal of contaminants
  • Any risk to the neighbourhood, the wider community, or the environment through natural hazards or the use of hazardous substances or hazardous installations

This request seeks to rezone some 950 hectares of land contained in a total of 13 existing separate Certificates of Title at Ocean Beach, from Rural Zone to Ocean Beach Special Character Zone. This zoning seeks to provide a framework to enable the development of a new village at the southern end of the beach and to provide for ecological restoration and conservation at the northern end of the beach and for the continuation of farming operations, including provision for equestrian activities and associated clustered housing, on the land in between.

Proposed Council Plan Change
Proposed Plan Change 43 seeks to rezone approximately 7150m2 of land from Plains Zone to General Residential (via a Deferred Residential Zoning) at the eastern end of Jellicoe Street and Jubilee Street in Hastings. The proposed rezoned area would extend to the edge of the Proposed Hastings Northern Arterial Route “NAR”. This Plan Change is therefore dependent on the Northern Arterial Road being approved for it to proceed.

Declined 19 November 2009 as a consequence of the decision to withdraw the Notice of Requirement for the Northern Arterial Road. Decision notified 28 November 2009.

Council initiated Plan Change with legal effect from date of notification.  As the Plan Change involves a proposed rezoning it is important to note that the existing Plains Zone provisions would continue to have effect until such time as the Plan Change is made operative.
