The system for identifying and managing earthquake-prone buildings changed on 1 July 2017, when the Building (Earthquake-prone Buildings) Amendment Act 2016 came into force. The new system prioritises identification and remediation of earthquake-prone buildings that either pose a high risk to life in an earthquake, or are a priority building because they are critical to recovery in an emergency e.g. hospitals.
Priority buildings must be identified and remediated in half the usual time, to reduce the risk. This means Council must identify potentially earthquake-prone priority buildings in this district within 2.5 years, and building owners must strengthen or demolish earthquake-prone priority buildings within 7.5 years.
Council is consulting on which thoroughfares to prioritise because they may have parts of unreinforced masonry (URM) buildings that could fall in an earthquake and the thoroughfares also have sufficient vehicular or pedestrian traffic to warrant prioritisation.
The area of Hastings City being focused on in this consultation is the Hastings City Centre within the boundaries of Eastbourne Street to Queen Street and from Hastings Street to Southland and Tomoana Road.
We want you to tell us whether you agree with the proposed thoroughfares to be prioritised and also identify if there are any other thoroughfares that meet the criteria which are not listed.
