How to use the Proposed District Plan Decisions Table

The decisions are required by the Resource Management Act 1991 to ‘accept’, ‘accept in part’ or ‘reject’ each point of submission.  In cases where the changes requested by submissions are accepted or accepted in part, there is a corresponding change to the Proposed Hasting District Plan as a result of the decision. 

The net result of all the submissions that have been accepted or accepted in part, is a new version called the: ‘Proposed Hastings District Plan as Amended by Decisions on Submissions (September 2015)’. 

This new version of the plan is displayed in two ways in table below:

  • Column 1 shows the Proposed District Plan as amended by Decisions on Submissions, without highlighting the changes to the Proposed Plan (Clean Copies). 
  • Column 2 shows the Proposed District Plan as amended by Decisions on Submissions and highlights all the tracked changes.
  • Column 3 contains the Decisions Reports beside the Plan section to which they relate.

Words that were added to the Proposed District Plan are underlined and words that were removed are shown as a strikethrough.

The tracked changed version shown in Column 2 also shows the differences between the Plan as Notified (in Nov 2013) and the Proposed Plan as Amended by Decisions on Submissions (as at Sept 2015).

In addition to the Decision Reports being organised by Plan section, there are also Decision Reports that have been organised by Topic. These include requests to rezone land, requests for scheduled activities, or changes that affect multiple zones, called ‘Across Zone’ submissions.

The ‘Across Zone’ decision reports are listed at the bottom of the table and may have resulted in changes to different plan sections.
